Research and Studies: JLWA conducts
research and studies for clients to identify
programs and services that are needed by their
communities and the feasibility of developing
and operating the services. We also help
clients identify funding sources to sustain
existing programs or to create new ones.
Program Evaluation: We also help our clients
develop and conduct process and outcome
evaluation to meet federal and state standards;
to study the effectiveness of a program; and/or
for program improvement and sustainability.

Puyallup Tribal Health Authority
JLWA developed three (3) feasibility study reports
to add substance abuse treatment services for
tribal youth and adults. The first study looked at
planning and developing a new youth residential
substance abuse treatment center and adding
outpatient substance abuse treatment services to
its existing youth outpatient mental health
program. The second study considered moving its
existing adult outpatient substance abuse
treatment program to a new location and changing
the client eligibility criteria. The third report
provided guidance on how to improve behavioral
health screenings in primary care.
Yakama Nation
JLWA worked with the Resource Management
Team (RMT) of the Yakama Nation and Toppenish
School District to plan and develop process and
outcome evaluation procedures. The RMT
included drug and alcohol counselors, teachers,
and school administrators and support staff
organized to provide support to students who are
at high-risk of failing in school.

Assistance Secretary of Planning and
Evaluation
National Evaluation of Best Practices in
Primary Health Care
JLWA evaluated Government Performance and
Results Act (GPRA) best practices at 17 federal
and tribal health care sites in 10 states. We
worked with the National GPRA support team to
develop evaluation instruments, moderate focus
groups, and prepare evaluation reports. JLWA
also developed a national report that will be
distributed by the Indian Health Service
nationally.
Grand Traverse Band of Ottawa and
Chippewa Indians
JLWA developed process and outcome
evaluation procedures so the Mino Biimaadziwin
Hoop Dance Society may apply to the National
registry of Evidence-Based Programs and
Practices (NREPP) to be recognized as an
evidence-based program.
