We work with our clients to strengthen existing
programs and/or to plan and develop new ones.

Service, Staffing, and Budgets: We plan and
develop services, staffing, and budgets based
on current industry standards and
evidence-based practices.

Policies and Procedures: We develop and
prepare policy and procedure manuals in
accordance with current industry standards,
evidence-based practices, and in close
consultation with our clients. We also provide
on-going technical assistance, and may review
and revise policies and other developed
materials as needed.

Licensing and Certification: We work with
organizations to plan and develop state license
and certification applications for health care
programs, including residential and outpatient
behavioral health programs.

JLWA developed and prepared policy and
procedure manuals explaining the Substance
Abuse and Mental Health Services Administration
Access to Recovery (ATR) delivery system,
including design, procurement and implementation
of the delivery system; coverage options under the
system; accessing network services; management
information systems; quality management;
financial issues; consumer protection; grievance
policies; etc. We developed client and provider
standards, forms, brochures, and eligibility
packets. We provided on-going technical
assistance, and we revised policies and other
developed materials as needed.

Sonoma County Indian Health Project
    Drug Medi-Cal Certification
    Outpatient Behavioral Health Program
JLWA prepared a Drug Medi-Cal Certification
application to the California Department of Alcohol
and Drug Programs. The certification allows the
behavioral health program to bill Medi-Cal for its
services.
Southern Indian Health Council
    Program Planning and Development
    Youth Residential Treatment Center
JLWA planned and developed a 20-bed dual-
diagnosis residential treatment center (medical
model) for American Indian youth. We planned
services, staffing, and budgets. We developed
policies and procedures and obtained the state
license and rate setting. We also provided
technical assistance to the building committee
to design a new 12,000 sq. ft. facility.

    Program Planning and Development
    Youth Residential Treatment Center
JLWA planned and developed a 10-bed dual-
diagnosis residential treatment center for
American Indian youth. We worked with the
health center, tribes, and federal and county
agencies to obtain $1.5 million in funding to
develop this program. We developed the
program polices, procedures, and forms;
obtained state licensing; and secured
operational funding.
