JLWA developed three (3) feasibility study reports to add substance abuse treatment
services for tribal youth and adults. The first study looked at planning and developing a
new youth residential substance abuse treatment center and adding outpatient
substance abuse treatment services to its existing youth outpatient mental health
program. The second study considered moving its existing adult outpatient substance
abuse treatment program to a new location and changing the client eligibility criteria.
The third report provided guidance on how to improve behavioral health screenings in
primary care.

The feasibility studies provided an evaluation of the potential impact of proposed
behavioral health service options being considered by the Puyallup Tribal Health
Authority to help them determine which service options to implement. The study
described current and proposed services and its impact on the service area.
It described existing competition and liability, and offered operational and financial
considerations. The study also described the advantages and disadvantages
of the current and proposed services and discussed key findings.
