



























National Evaluation of Best Practices in Primary Health Care
JLWA evaluated Government Performance and Results Act (GPRA) best practices at
17 federal and tribal health care sites in 10 states. We worked with the National GPRA
support team to develop evaluation instruments, moderate focus groups, and prepare
evaluation reports. JLWA also developed a national report that will be distributed by the
Indian Health Service nationally.
Program Justification Document
JLWA developed the Program Justification Document (PJD) for the Indian Health
Service to obtain $24 million in funding, as mandated by 25 U.S.C. 1665c, for the
planning, development, and implementation of two acute care residential substance
abuse and mental health treatment centers for Indian youth. The PJD was approved
and the Indian Health Service is now working to purchase land in Northern and
Southern California.

JLWA serves at the advisor to the California Area Indian Health Service Youth Regional
Treatment Center Task Force.
