Developed Inter-agency Procedures Handbook for the “Management of Trust
Funds Derived from Assets and Resources on Trust and Restricted Indian
Land.” Worked with the Bureau of Indian Affairs, the Office of Trust Funds
Management, the Office of the Special Trustee for American Indians, and the
Solicitor’s Office.
Federal Trust Policy Report
Conducted extensive review of federal trust related laws, regulations,
manuals, and handbooks with the Trust Management Improvement Project
to identify regulations and program guidance that need to be revised or
repealed.

25 CFR Part 166 – Grazing Permits
Organized and managed national work groups consisting of representatives
from the Bureau of Indian Affairs, tribes, and the Solicitor’s Office to develop
25 CFR Part 162 – Leases and Permits and 25 CFR Part 166 – Grazing
Permits. Made presentations on regulations at national tribal consultation
meetings. Prepared the regulations for review and publication by the Bureau
of Indian Affairs.

Worked with the work group to develop 25 CFR Part 84 – Encumbrances of
Tribal Land – Contract Approvals. Developed the presentations for national
tribal consultation meetings. Attended national tribal consultation meetings
and prepared the regulation for review and publication by the Bureau of
Indian Affairs.

federal regulations. We Made
presentations on regulations at
national tribal consultation meetings,
the Bureau of Indian Affairs, the
National Congress of American
Indians, Intertribal Monitoring
Association, the Intertribal
Agricultural Council, and the general
public. We prepared the regulations
for review and publication by the
Bureau of Indian Affairs. All six (6)
regulations were published in
Title 25 of the Codes of Federal
Regulations on April 1, 2001.
JLWA also developed an Inter-
agency procedures handbooks and
Federal Trust Policy Report.
